Watching the Orange Bowl right now I see a defensive back make an interception for a touchdown and get called for a 15-yard penalty because he high-steps into the endzone.  I understand the rules are there for a reason, but sometimes the call is exagerated.

Of course, I don't really subscribe to your idea of offering a prize for the celebration and I hope you are just making a point using absurdity, but I certainly think the rules are a bit too stingent.
